That was typical Clarkson bs, as if having so much power you can't corner with your foot to the floor is a bad thing?
Note that Sweden changed overnight after 4 years of work to prepare and with 90% of cars already lhd. Quite different to here, including more km of road per head population - a lot more $$$.
I'm not sure if it was considered after WW2, but that would have been the only feasible time IMO.
