I have some friends working on a project in Japan. One of then is working from home in Austria because he cant go back yet. That suggests Japan is struggling to contain the virus. There have been spikes in Singapore and presumably they don't want to import more problems this year. Plus the sight of all those tankers full of oil moored offshore isn't a good look. Don't know about Baku although most energy projects have shut down.
Russia is actually suffering more than we hear. I wouldn't expect that to go ahead.
