Yes Graham, this is normal it was new to me too. When everything is in place, you'll see a clearance between the two springs.
We gave up using titanium parts in our engines, having experienced some issues with this material. I think its OK for the spring retainers tho but worth to watch them from time to time. Only my opinion.
