I believe that they were dummy pieces simply installed to create parity between the aerodynamically superior single hoops and the full on, r&s style roll "bars".
Off topic would a full roll hoop (Reynard 2KQ) be legal under the new rules this would surely be more efficent than the twin ring approach both safety and aero wise
