The last run of Q3 was a mess.
That just had to happen at some moment.
If every team waits until the last possible moment to make that 2nd run, someone is going to lose out in the end.
Today that were 4 "someones".
Instead of blaming all others, Verstappen should blame his team. They could have sent him out a bit earlier instead but didn't.
There are 12 minutes of Q3 and that is more than enough time to do outlap - qually lap - inlap - change tires - outlap.
At least Magnussen was quite realistic in his assessment and didn't blame Vettel, Hulkenberg or Ricciardo - instead he said they did the right thing.
