I wonder if the reference in this article to the C3's development through 2016 being both "financially and politically hamstrung" might partly explain what might have been going on.

The writer doesn't reveal the details but I wonder if the development wasn't at the tempo we assume it was perhaps because those paying the bills didn't really want the program to begin with. Who knows.
