If do the outcome looks like a high risk H&S matter perhaps somewhat excessive in effect for the type of occurrence it was intended to prevent given the type of racing involved.
Now for a modern, professional BTCC type race one might argue that hitting such an obstacle is not unreasonable (unless it is very recently deposited on track by another competitor) but in an Historic amateur event one might question the purpose of that particular kind of obstacle.
