Probably because the media don't seem to ever understand when that's done - back in the day F3000 was done that way and every race would have stories about driver X missing the cut only because they were in the odd or the even group, then stories about driver Y being on the 2nd row but slower than driver Z on the other side of the grid who was on the 4th row.
The weekend was a little bit of "back to the future" when Supercar Q sessions were regularly split into half fields to give more clean air. Still running the Q1-Q2-Q3 structure made it more complicated though.
Not convinced that it worked but those early short sessions DID mean that we didn't get the usual arsing about and game-playing with when they run - they all simply only had time to roll out of the lane and go for it on one set.
