Yes, my thoughts are that Senna was close enough with an inferior car so the FIA would not have needed to hobble Enstone (cheating or not).
The FW16 was night and day better by mid season but Senna would have needed Sch not scoring in a couple of rounds to reel in the 20 pt deficit prior to Imola.
I think the gap would have grown by amother 3 points had they both finished in San Marino.
