Oh, it isn't that. They are going to explain the penalties. While I would have loved to hear the explanation over Bourdais recent penalty I would prefer they just made better decisions in the first place.
The FIA have got giddy over transparency. Whereas they should just be concentrating on being better at running the sport, specifically in this case better at running F1.
