I don't fully understand it but there is an issue/ rule that stops registered drivers for series like F3 / uk Renault racing in lower championships, this would stop drivers racing in both series. I'm sure Takuma Sato was once entered for A BARC renault race in 2001 to learn rockingham ahead of the F3 round but was stopped from competing by this very rule
