The Norschleife permit isn't a piece of molly-coddling to protect drivers from themselves, much as that is needed, it's also to protect the circuit from the consequences of a serious crash in which driver and/or spectators are killed, by reducing the likelihood of someone taking the challenges of an extremely dangerous track too lightly
The Nurburgring is under constant financial and regulatory pressure and if one of the ways to ensure its continuance is that everyone has to get a permit, that seems a small price to pay.
