I can't comment on Aussie or Brit Superbike, but US Superbike is kept cost controlled. A pure World superbike would never pass scrutineering at an AMA Superbike event. The only times the US teams are allowed to pull out all the stops is when the World tour comes to Laguna Seca and the rules are relaxed to level the playing field. But, then it is difficult to get 100% out of a one-off bike against a guy who is probably better and has been racing his machine all season long. Another thing that makes the Japanese so diffcult on their home soil is that they use those same tracks all of the time and the WSBK guys rarely get any time on those particular circuits. Bring all the Japnese riders to Kyalami or Jerez and see hwo dominates the precedings.
