Chassis Number can be obtained from a registration number (or vice versa) if you can find a friendly car dealer who has access to Experian Autocheck or a similar HPI check for the motor trade which uses the DVLA database. Most car forums have someone in the trade who can do a full HPI check for members. Some online HPI checks can also do this for a fee.

With both the registration number and chassis number you can them apply for the V5 from the DVLA by filling out a form and paying the fee. Sadly earlier this year the DVLA stopped issuing classic car owners with their cars owner history for a £5 fee on request....under the new data protection rules.
