Well I meant in the case of manufacturers. Since Porsche is new, they are building brand new cars for 2014 and the ACO wouldn't want 2013 Toyotas and Audis running faster than a 2014 Porsche (barring a complete disaster like Aston Martin LMP1 in 2011), so by default that would force Toyota and Audi to run brand new cars for 2014. If you can follow my logic.
