Exactly that, the FIA is overseeing every step of the replacement and approving parts only as they need to be to match the 2020 MB requirements (guessing they'll be scrutinizing the plans closely now) for the engine and gearbox as it relates to what the current design needs are. The teams agreed to the oversight to allow the changes as part of the 2021 "continuation" cars.
