Well, our local hospital charges £1.50 to park, but people in the know are aware that they only ever clamp staff who've used the public car parks instead of the staff car parks. Do any hospitals enforce their clamping notices? Ours doesn't because they admit that they never know how much of an emergency someone has parked up in.
