There is no such thing as cutting costs. The teams will spend every single penny they have, and ask for more. Is simple. Those who spend more will win more and will get more cash next year, those who spend less will lose and get less cash next year, the equation is simple. The entire "cut the costs" melodrama only helps to keep a gap between Ferrari/McLaren and Minardi in 3-4 seconds per lap, instead 10-20.
