A dslr is a must - but don't feel you have to get an expensive one. I got double page spreads in mags using my 300D and kit lens. If you do have a bit of money to play with spend it on the lenses (which you can keep when you upgrade). The bodies are always getting cheaper and better - and lose their value quickly.
Above all - practise. A lot of the photographers here will be able to take a good picture with pretty much anything - because they know the basics of which shutter speed and aperture to use and what makes a good composition etc. Also, post your pictures here and you'll get lots of helpful tips.
