Maybe because for years they had a separate table for 2 valve engines and the Corvette was the only car that would be affected by the transition to the new single table for normally aspirated engines.

From a quick look at the rules on the ACO site you are correct with the exception of IMSA E85/E10 rule which would allow a 2% restrictor increase for running E10. I guess the 5.5 liter max is on again, I thought they fell back to the 8 liter max, or was that just the FIA?
