Firstly because he wasn't so active in these years, the big teams wanted someone ready to win without any risk.
However there are drivers that were already part of a manufacturer before the WTCR, so esentially they were only relocated in some of the customer team. For example I think at Monteiro (who is not racing) Lessens and Guerrieri for Honda or the Audi drivers like Vervisch and Berthon.
I'm not saying that Gio is actually the best of all, but surely he would play hugely better than a Filippi in the Seat team, with all the respect for Filippi
A lot of drivers has sponsors, Gio not. Credit to Mulsanne who believe in him, he's a fast and aggressive driver and he is doing a good job in the team to devolp the Giulietta. He was better than Morbidelli in the Alfa, and Gianni proved to be one of the quickest in TCR in the last seasons...
