Like it or not, the current breed of cars do have energy harvesting, and the best way of doing that is under braking. In addition the best/only way to overtake in F1 is under braking.
Cars running at "top speed less harvesting" down straights isn't good racing.

Indeed. It certainly would not be more challenging for the driver to run around harvesting down the straights. But it wouldn't be any fun for us.
