It may be Monaco. The DTM date is a week after the F1 GP, the infrastructure is already there. Although that would mean a third weekend in May after the Historic Grand Prix (8-10 May) and the F1 Grand Prix (22-24 May). According to the Automobile Club de Monaco a third weekend is not possible:

In a statement given to Autosport, Christian Tornatore, the Automobile Club de Monaco's general commissioner, confirmed it would not add a third race weekend for the DTM. The statement read: "As it currently stands, the Automobile Club de Monaco does not have the technical, material and human capacity to organize an additional event each year, in addition to the Formula 1 Monaco Grand Prix and the alternative [options] between the Monaco E-Prix and Monaco Grand Prix Historique every two years."

But DTM could always use people/resource from the Norisring to solve (most of) that problem.
