Yes, that's correct. Astons will still have a big advantage as they did the development of the tire.... but maybe with the works team onto Michelin this year, they won't get as much help in going fast.

IMO, it's mostly a by-product of having to race with LMP3 cars at the same time -- it doesn't make for a quality "gentlemen" racing experience. If they'd speed up the P3 cars on the straights it would be so much better, but I know that idea was shot down before last year -- they're worried about the engines not lasting until the homologated rebuild time if they crank them up.
Entry fees aren't the problem. Keep in mind, they're still racing GTE cars which are mind blowingly expensive to purchase/run and they can't run anywhere else except WEC or IMSA GTLM, which makes for a very small market.
