No, Torsten Kratz was adjudged to be at fault - and it seems correctly so.
He held back to control the field, got on the gas but then, possibly because he thought he would overtake the SC before it made pit lane, lifted off, possibly even braked - that's what triggered it. We only saw that later in replay but multiple observers have confirmed it.
