I don't believe Mr Chadha had the budget to do the full season.
My line of thinking is that Mr Rullo did, keeping in mind that Supercars has contractual obligations besides those that underpin the REC, to ensure cars are on the grid. Therefore, SC would have gone into bat for him seeing as though he was prepared to make a full-season commitment (disregarding how the season actually panned out...), and ensured he got a dispensation under whatever conditions CAMS threw at them.
To do it for Mr Chadha as well, knowing that only a matter of months prior, he'd copped a rollicking from all and sundry, would've been a bit of a tall ask.
