The circuit seems not to be completely closed after the event, with the right residents pass you can get thru. Monday morning after the event, the sign people, the toilet and portable hire contractors, plus an army of council workers descend onto the track itself to perform restoration work.
Best shot is to go up during the week, any week, that is not race week..
Note that there are regularly cameras/police presence at the bottom of the hill after Caltex Chase... and if you arent on your side of the road.. or indeed skip across because the G-forces of Caltex Chase push you that way... be prepared for the possibility of a ticket... regardless of speed.
