The article says that Lopez was 8.7 km/h over the limit. He was the first man in the car. So the offense was either at the start of quali or on his in-lap to hand over to Kobayashi. The limiter would be engaged from a standstill so it is unlikely to have been at the start of quali. And since Kobayashi didn't have any problems either leaving or entering the pits, that surely makes it most likely that Lopez was at fault when he entered the pits to switch drivers.
