I believe the original concept of the 'Legends' was the brainchild of THE " Humpy" Wheeler, of Charlotte [Lowes] Motor Speedway fame.
Humpy introduced the legends as a between races catergory at Charlotte, in the early to mid 90's, to keep the fans entertained during downtime.
This concept was also copied by Bob Jane [as were most of Charlotte's good ideas, especially the Musco lighting] at the Thunderdome in Melbourne, as a fill in between AUSCAR & NASCAR races.
As a side-note, Bob also named his rambling homestead estate " Charlotte ", clearly showing how taken he is by the Charlotte track, and environs...
