NASCAR hands them out but the teams have to buy or rent them from NASCAR. So consequently, if a team wants a specific number that is already owned by another team, they have to contact the team and buy it from them. The majority of the time, the team picks the number and the driver has very little input into this unless they are a very established driver who joins another team and wants the same number that he has raced most of his career. Sometimes a sponsorship influences the numner a team uses. For example, if Phillips 66 sponsored a car in NASCAR, they would want the team to get the number 66 for the car they were sponsoring.
