FIA sanctioned series

AFAIK, an international series must be sanctioned by the FIA while ASN sanctioning will suffice for a national championship. But I have been told that one of the international racing series out there is not actually sanctioned by the FIA, although the individual races are sanctioned by each host's ASNs.

The organizer organizes the stand alone races and tells people these races make up the championship, without notifying the FIA.

What is the difference between the series being sanctioned or not by the FIA? How will that affect the drivers' licenses or not at all?

If the events are registered with FIA under the NEAFP scheme then driver only needs a National grade licence, but if they aren't, then to race in a foreign country the driver needs an International grade.

But is he going to get into any trouble competing in an unsanctioned international series?

The individual races are sanctioned but the series is not...
