With a sped tire (and a good one) and homologated chassis, body, and engines, there isn't a lot ot be gained by spending mega-bucks.

That's what they said about DP but look at Ganassi! Hyperbaric chambers for the drivers at Daytona for example. There's always a way to spend money to go faster. All good rules and specing can do is limit the effect of the money. In PWC it's Cadillac at the moment.
