Not all SC Regs are the same!

Unless there is something in the Supplementary Regulations to state otherwise the Safety Car regs are those contained in the Blue Book. This goes for anything else contained in SRs or the Blue Book in case anyone wants to know! (or cares!)

So the answer to your question is "YES"!!!
