I don't think it's a matter of nationality. But of course, if he had won races before, the FIA would act different to what they do now.

Zandvoort is an awful circuit for F3. Also Prema 1,2,3,4? Don’t think I’ve ever seen that in F3 before

Let's never go back to Zandvoort. It's rubbish.
How about Ticktum quitting the race after his penalty? That's not a good attitude to take, and won't impress RB much. |
