That car was always going to be quick on a single lap, because it had the 2017 development engine in it.

If you'd put one of the top drivers in it, it would have been on pole most weeks (which is why PMR were chosen to test the 2017 engine).

I'm told there are developments but as negotiations ongoing still not to be revealed

Well the fact that they completed a whole season with both cars they'll be best placed to pick up any 'spare' or the loaned TBL's.

Interesting to see that the Subaru's will be pegged back due to their advantage of the lower centre of gravity. All the other teams voted (unsurprisingly) to implement a new balancing rule, Mr Scott disappointed but accepts the situation. Maybe there won't be the Subaru dominance next year we were expecting!

This is the flip side of performance balancing, it provides close racing for us, but as a team owner a lot of the investment in gaining performance can be wiped out by the constant quest for equality. I wonder if anyone will bother to produce their own engine again, for example, because any gain will be pegged back.

yes, to balance out the centre of gravity difference in the boxer engine to all the other normal inline engines.

At least they are doing it before the season not during, but at the same time as stated it does seem like the officials are engineering the cars for them

Not necessarily as even without BKR and 888 voting against the changes all other teams would be considered the majority
