As people are having such trouble with this, I think that this is close enough that I should give it.
He banned the most successful Italian kartists from competing in karting. It meant that Italy's best drivers were not allowed to represent their country at world level. His reasoning was to make way for new blood... but most thought it was to prop up a rather suspect junior formula of car racing. A pretty sad state of affairs that set the country back quite badly in terms of driver development and ruined the careers of many promising talents. Luckily the policy was revoked a few years later. Those affected were called 'the senators'. OK Ensign, over to you. |

Guy Moll indeed. Marcel Lehoux, who won a minor GP before Moll, seems to have been born in France before moving to Algeria. But Moll was Algeria-born.
