The only clear evidence I saw was the split on-boards footage, which shows Rosberg made his last steering input to the right when Hamilton was not only not yet alongside him, but was even right behind him.
At the same time, the improper mode on Rosberg's car, causing a significant speed differential tricked Hamilton into thinking he had it, and I believe that was a mitigating circumstance, which rightfully absolved Hamilton of responsibility in what otherwise would probably have been an incident blamed on him.
Also, Rosberg did just one real blocking move, which he is allowed.
