The CART web site says that the track in Seoul will be a "temporary road course". What does that mean?

Coincidentally following on from that posting I've just heard from that the Ferrari Hill Climb Challenge will be at Doune with the British Championship June 19/20 - we'll be back at Bouley Bay on Easter Monday - and I can look up our ither dates if anyone asks
