Bernie is now making noises about implementing 'third cars'.Maybe he's expecting more to follow Honda ?

He doesn't really. It's just journalistic spin. All Bernie says is that they'd ask the big teams to field three cars if the number became to low and that it's always preferable to have 20 cars. The journo has put 2 + 2 together and come up with a story. I'd bet any money that those two quotes came from different interviews during any point in the last few years.

Until the mid-1970's teams were allowed to use a third car. How did they resolve the issue with the constructors' championship.
