Changes outlined to keep motor sport spectators in Scotland safe
A statement setting out some initial proposals to improve safety at multi-venue stage rallies has been published today.
Cabinet Secretary for Sport Shona Robison, updated Parliament on the emerging findings of the Motor Sport Event Safety Review Group prior to the Isle of Mull rally on 10 -12 October. The findings have been shared with organisers ahead of this year’s event. The final report with full recommendations is expected around the end of 2014.
The group is recommending that organisers and partners take the following steps to improve safety:
For each rally, an independent safety delegate should be responsible for the safety of staff, volunteers and spectators;
Both an event spectator safety officer and an event safety car should be used at multi-venue stage rallies;
Further consideration of improvements to training for rally marshals;
Improve safety messages given to the public;
Better ensure and promote the safety of media attending rallies.
The Mull Rally has already put most of these recommendations into practice, as well as first on the scene training, and a new spectator safety video featuring former Mull Rally winners, John MacCrone and Stuart Loudon. The impact of these changes will help inform the final report.
Cabinet Secretary for Sport Shona Robison said:
“The tragic events at the Jim Clark rally, and at the Highland Snowman rally in 2013 where a spectator was also killed, brought the safety of spectators at motor sport events into the spotlight. Safety is absolutely integral to staging successful and enjoyable sporting events and all partners need to move forward together to keep people safe. Motor sport can never be completely safe. However, these initial findings set out clear improvements that can help to prevent tragic accidents. The Scottish Government sees these changes as essential to allow rallies to continue to take place safely in Scotland.”
Scottish Ministers announced in Parliament on June 3, 2014 that there would be a review of motor sport event safety. The group’s core members have held three meetings, focussing on staged rallies. Other areas of two, three and four wheeled sports and police involvement in motor sport events will be discussed at future meetings.

Post cabinet briefing by a Scottish Government Spokeswoman (SGS) and the First Minister’s Special Advisor (FMSA) 7.10.14
The First Minister’s Special Advisor welcomed journalists to the briefing.
SGS drew journalists attention to a news release issued this morning on motorsport safety, updating on work to improve safety at motorsport venues ahead of the Mull rally this weekend. The final report will be out at the end of the year.
The FMSA advised journalists the deadline for submissions to the Smith Commission is Friday 10th October.

Motorsport Event Safety Review
Scottish Ministers announced in Parliament on 3 June that there would be a review of motorsport event safety. The review was commissioned following the tragic events at the Jim Clark Memorial Rally 2014 during which three spectators died and several others were injured. Remit and Timescales
The remit of the review is to 'examine safety, specifically spectator safety, at motorsport events in Scotland and make recommendations to improve safety for future events', recognising also that there is an inherent risk in taking part in or attending motorsport events and the role of the review is to recommend reasonable and proportionate measures that will manage risks and keep the risks to spectators at an acceptable level in the future.
The review will not examine the specific individual circumstances of incidents which are the subject of open investigations, namely the incidents at the Jim Clark Rally 2014 and the equally very sad death of one spectator and injury to another at the Highland Snowman rally in 2013.
The review covers all motorsport events – regulated and unregulated – bikes, cars and karts. However, greatest attention will be focussed on spectator events and special stage rallies are an important focus.
Should the review conclude its work on the general subject of motorsport event safety before the conclusion of the investigations, the conclusions and recommendations of the review will be re-assessed by the Scottish Government in light of the outcome of the investigations to ensure that all appropriate lessons have been learned.
The current expected timescales for the review are final conclusions by end December 2014 with, potentially, interim conclusions relating to stage rallies by October.
Expert Group
To conduct the review, the Scottish Government has established an expert review group with broad experience. The group membership can be found under the relevant flag on this website. The Scottish Government is delighted that group members are willing to give their time to this important review and is also delighted that Sir Jackie Stewart will act as expert advisor to the Group. Cabinet Secretary for Sport, Shona Robison MSP said:
“Sir Jackie Stewart has a distinguished record of improving safety for drivers in Formula 1 so I am very pleased that he has agreed to share his experience to ensure that all those who want to enjoy motorsport events in Scotland are as safe as possible.”
Contributing Your Views to The Review
The review group and the Scottish Government officials supporting the review are meeting with stakeholders and interested parties and attending relevant motorsport events in the UK. The group has recently written to a wide range of stakeholders in relation to rallies seeking views and information.
