It sure would have been. But that decision wasn't one for the FIA to make, as they aren't the promoter of the Australian Grand Prix.

True, but the communication from the AGPC used very similar language and didn't really make any distinction between the AGP race versus AGP event. Arguably the FIA is at the top of the tree for local stuff too.
