No, that's the old situation.
There is nothing Belgian left now (apart from things in his past)
While he was born in Belgium, went to school early on in Belgium, and had the Dutch and Belgian nationality as a kid, he had the opportunity (or was obliged?) to chose either Dutch or Belgian nationality when he turned 18.
As predicted by his parents, he chose the Dutch nationility since he felt more Dutch than Belgian, and "Belgium was only a place to sleep" at that time.
There was an item on the Belgian TV about Max last year and one of the things was about his nationality. One of the other things that he mentioned was that all people who surrounded him (management) where Dutch or international, none were Belgian.
Added to his own feelings about being Dutch or Belgian, that made the choice rather easy.

Max Verstappen identifies as, and races under the nationality of, Dutch. That is not in dispute.
The query arose over whether Spa is his (current) home GP.
It was suggested that, for a person who is half Belgian and was born in Belgium, and races under the Dutch flag, if Spa is not his home race then where is?

I don't think he is half Belgian anymore since he no longer has the Belgian nationality, but OK that's up for debate.
If we consider him pure Dutch like he does himself (now), then currently he has no home GP, just like Raikkonen, Bottas, Magnussen and Kubica.
Sure, the Belgian GP is close(st) to his home, and may be the closest to a home GP he can get in 2019.
I'm quite sure though that he will call Zandvoort his home GP in 2020, and not Spa.

For me that would be the GP in the driver's nation, so:
British GP for Hamilton, Norris and Russell
French GP for Grosjean and Gasly
German GP for Vettel and Hülkenberg
Australian GP for Ricciardo
Monaco GP for Leclerc
Russian GP for Kvyat
Mexican GP for Perez
Canadian GP for Stroll
Italian GP for Giovinazzi
Spanish GP for Sainz
None for Verstappen, Bottas, Raikkonen, Albon, Kubica and Magnussen

Does it really matter? It's like children in a nursery on here sometimes.. Just put an orange shirt/skirt, (whatever you're into) on.. It cost £8,000,000 for Jos to have them made in China and handed out at each GP this year...
