The Award is against 2 Companies that are now in Bankruptcy in the USA, so they become creditors ( unsecured I guess). So doubt any money has changed hands since original arbitration award.

Well, most probably for whatever reason the idea was shelved. Honestly I've already got used to teams/drivers mentioning some 'plans' (or such plans being rumoured) for next seasons that never materialise...
