challenge from ms paint!

this might seem rubbish but it is realy ok!
the part in beetween the sea and the river (the track area) is flat.
the rest slopes up the way towards the top of the picture.
only two bridges are aloud.

just a sugestion try coming up with a story such as some town council wants a tourist attraction and make more stipulatoins and people should respond more.
