With the current cars, drivers who can safely go beyond that 99% have some chance to overtake their rivals.
If the cars are nervous, a driver who can safely go beyond that 99% could very well be taken out by his opponent if he tries to overtake while his opponent (already being on his limit) tries to defend. Combined with the current point system (in which you don't win a lot by overtaking), I'm afraid that next season we will only see overtakings during pits stops.
