... what they're doing? Just new facilities or are they actually changing the track layout (again)?

I would definitley not like to see another chicane BEFORE Dunlop!

It's all been discussed on here in the "works at le mans" thread, including links to the official site which has animations of the changes. I believe they are tightening the Dunlop chicane area to slow the bikes down again.
