VW Motorsport is very capable of developing cars so I doubt Solberg would tell them how to develop a rallycross car.

This is how I understood the team ran. I heard a rumour early in the 2017 season that there was some dissatisfaction at PSRX that they weren't allowed any time with the cars at Torsby between rounds: when those cars were not racing or travelling they were back at Hannover.
The above may have just have been a rumour but, as SnoodyMcFlude says in the previous post, the way the cars were built/setup suggested a VW rather than Solberg approach to their design.
