I first read that as referring to a decision on which campsites would be open. But in fact gramatically it could equally mean a decision on whether to open any campsites. It is ambiguous, which might be a result of it being a translation.

That makes far more sense to me as the ACO still have this on their news page -

The circuit will be open to spectators from Wednesday 18 August for the first free practice sessions. Several campsites and car parks will be available.

Just had another email from the aco asking me if i want to pay 40 euro's to be at the race on the fan wall, i think i would rather be there in person, still hoping

i think it is like the bike events, so you watch the live pictures on your pc and the view of you watching is shown as a small part on the fan wall, along with hundreds of others. Not sure if they can tell if you have gone for a pee or they still show an empty chair.

Well i am not sure they will get many people paying for that unless the wall and plagues remain permanent in which case you might buy one and then go and look at it in future years, or perhaps buy a plague for those fans who have past away and will never visit again.

Well they must be getting a bit short of cash at the moment, still not renewed my membership this year, as not exactly getting any thing back, will renew if i attend this year.

I wouldn’t be surprised if this is a way to keep the money coming, as they must have lost quite a bit last year without spectators. I guess you can’t blame them

Well i sent an email to the ACO asking for my tickets and if i get them i will renew, if i can not go i will renew next year or just before 2022 tickets are released, getting feed up of sending money to the aco and getting nothing in return for sure.

You'll be offered the equivalent number of tickets you ordered for 2020, at which point you will need to advise the ticket office which of those tickets you will actually need this year and they will refund you the difference.

They are running out of time to offer the tickets up and go through this process before Thursday. I've been emailed this morning asking me to renew my ACO membership but nothing about the tickets I'm entitled to.

I'm fully expecting not to hear from them and then a confusing check-out experience on Thursday.
