Does anybody know if/where I can watch streams or recorded broadcasts of this series online? Would like to see Gary T in action. Racing Underground didn't have it.

the average budget

Obviously depend on the teams but as long as I know, for the Championship class (FIA F3) from 60 million to 80 million Japanese Yen.
The National class supposed be 30 million Japanese Yen but acctual around 40 million Japanese Yen.

F3ES budget

I guess F3ES budget is around 550K EUR or so. EUR getting weak recently but the exhange rate with last year level, guess more or less the same here in Japan and F3ES. At certain times, I've heard one of F3ES teams asked the driver for a million EUR and he paid!! (probably a bit exaggerated)

Excuse my ignorance (and realizing these are common surnames in Japan), is Takashi Kobayashi any relation to Kamui? And Kimiya Sato to Takuma?

Kobayashi and Sato are very popular family names in Japan as well as Suzuki and many other names. Takashi Kobayashi and Kimiya Sato has no family relationship to Kamui or Takuma respectively.
