I recently have been looking into Marshaling in Qatar and the region for a friend. These three links look promising as a starting point:

Until last May Qatar had only ever hosted bike racing. Grand Prix Masters was the first car race to ever be held there. Get in touch with the circuit at Losail and ask them for help, I am sure they will be more than happy to have your friend on board. When I was there back in May I found them extremely friendly.

There seems to be a lot now happening in the region.....I will research Losail (in the middle of nowhere

It's not far from Doha, which is easy to get to via Emirates or Air Qatar. Car hire ought not to be a problem.
